About author:Mr. Zhao Houlin is the Deputy Secretary-General of ITU. He was elected in November 2006 and took office on January 2007. He is also a visiting professor at a number of well-known universities in China.
From 1986 to 1998, he worked at Consultative Committee of International Telegraph and Telephone (CCITT) Secretariat (now Telecommunication Standardization Bureau (TSB)) as an engineer/ counselor. In 1989, he was designated as CCITT coordinator for the cooperation with International Organization for Standardization (ISO), International Electrotechnical Commission (IEC) and Joint ISO/IEC Technical Committee (JTC) 1;. In 1998, he was elected by the ITU members as Director of TSB. In 2002, he was re-elected for the second term till 2006.
In October 2009, Mr. Zhao was invited by the Editorial Board of ZTE Communications as a new member of the Editorial Committee.
